HANDOUT NO.1 PESH: DT: 28/01/2010 Syed Aqil Shah attends meeting of South Asian Sports Federation

The NWFP Minister for Sports, Culture and Tourism Syed Aqil Shah has left for Dhaka to attend the meeting of South Asian Sports Federation. Syed Aqil Shah who is also Vice President of Pakistan Olympic Association, President of Pakistan Wrestling Federation and NWFP Olympic Association will represent Pakistan in this important meeting. Syed Aqil Shah, having a vast experience in sports administration, sports management and sports organization, had earlier represented Pakistan in various meetings of Olympic at Switzerland, Madras, Kuala Lumpur, Bangkok, Seoul Korea, Beijing and Canada. Besides Pakistan, the representatives of India, Afghanistan, Nepal, Bangladesh, Maldives, Sri Lanka and Greece will attend the meeting of South Asian Sports Federation.

News 2 HANDOUT NO.2 PESH: DT: 28/01/2010 NWFP Minister for Population Welfare, Saleem Khan has urged the staff of Population Welfare Program and especially the Family Welfare Assistants and Family Welfare Workers to perform their duties with full devotion and commitment and improve their individual performance in order to achieve the desired goal of the stabilized population by creating balance between population and resources. He expressed these views while chairing a monthly review meeting of the male and female staff of district Mansehra, the other day. Addressing the meeting, he said that promotions of staff, increase in the wages of male and female mobilizers was under process adding that much progress has been made in this regard. A case to increase the number of the field staff to meet the need of un-served population has also been taken up with the federal government which would not only improve the overall performance of the department but also provide job opportunities to the jobless at their door-steps, Khan maintained. Provincial Minister appreciated the overall performance of district Population Office Mansehra and assured that individuals with good performance would be rewarded.

HANDOUT NO.3 PESH: DT: 28/01/2010 The NWFP Minister for Agriculture, Arbab Muhammad Ayub Jan has asked the Research Wing of the Provincial Agriculture Department to establish Research Oriented Horticulture Farms in the NWFP from where the growers could easily get the certified horticulture seed and plants of various kinds of vegetables and fruits. This, he said, while presiding over a meeting of Agri. Business Development Project at his office here on Thursday. Besides, Secretary Agriculture Attaullah Khan, Director General Agriculture Research Abdul Rahim, Director General Agriculture Extension Saifullah Khan and officials of the concerned department were present in the meeting. Provincial Coordinator of the Project, Syed Zakir Ali Shah briefed the meeting about the Horticulture Policy-2009 and said that the main objectives and vision of the project were to provide flat rates electricity for the tube wells, judicial use of irrigation water, introducing of sparkle, bubble and dripping irrigation system, provision of certified seed to the growers, proper training for the agriculture department field staff about new techniques, provision of market information to the farmers what to grow and what not according to the WTO demands. Syed Zakir Ali Shah also apprised the meeting that the project also deals for the exemption of various taxes an import of the machinery like cold storage, packing and grading of various kind of vegetables and fruits. Arbab Ayub Jan asked the federal government should extend help through such a project and said that 48% of fruit being produced only by our province and due to non availability of the proper preserve mechanism and export facilities a huge quantity of its get wasted. He said that only 55 kinds of grapes being developed by this province under the supervision of agriculture research wing. He appreciated the horticulture development project program but before implementation, he said that it was must to educate and apprise the farmers of such a program. He asked the panel of the project to chalk out a comprehensive policy for the awareness of the growers and farmers in this regard. He also asked that the province have all kind of weather throughout the year and some of the districts were capable to produce the off season fruits and vegetables and it was high time that project should consider these areas for off season crops. The minister also directed the agriculture department to keep close liaison with the project and developed nurseries of the horticulture for the people from where the growers could get the plants and seeds of whatever grows best in their areas.

HANDOUT NO.4 PESH: DT: 28/01/2010 The NWFP Secretary Finance, Sahibzada Saeed Ahmad has asked the authorities concerned of various government departments to constitute a reconciliation wing headed by a focal person to promptly settle issues regarding excessive billings by the PESCO within their jurisdiction across the province. He was chairing a meeting of the representatives of different government departments from all over the provinces at Civil Secretariat, Peshawar on Thursday. While briefly speaking to the participants, he stressed them for taking the matters on personal level with local PESCO authorities for reconciliation of the bills. The Secretary added that outstanding/excessive dues should also be taken with Federal Ombudsman so as to resolve the issue of outstanding against the government departments in a judicious way and peruse the same at AG Office too. On this occasion, the Secretary Finance was briefed about matters relating to WAPDA outstanding against various departments by the representatives of the concerned departments.

HANDOUT NO. 5 /DO/AQ/ES/DT: 28-1-2010 The NWFP Minister for Information and Public Relations Mian Iftikhar Hussain Thursday left for UK and Sweden to attend functions to be held in connection with the death anniversary of Late Bacha Khan and Late Khan Abdul Wali Khan. He will also inform the Pakistani community about the government development strategy and the steps taken against terrorism in the region.

HANDOUT NO. 6 /DO/AQ/ES/DT: 28-1-2010 Regional Director US AID NWFP / FATA, US Consulate Peshawar Edward Birgells today called on the NWFP Minister for Law, Human rights and Parliamentary Affairs, Barrister Arshad Abdullah at the later’s Office Civil Secretariat Peshawar and discussed matters of mutual interest with focus on Human Rights issues viz-a-viz establishment of reporting centres and hiring of consultancy for updation of laws. Provincial Minister apprised the Regional Director US AID of provincial government’s initiatives. Edward Birgells was appreciative of the government’s steps and assured all out support in this regard. Earlier, a delegation of Malgari Wakilan also called on the Minister and apprised him of the problems/demands of Nowshera Bar Council viz-a-viz grants for the chamber, library, handing over of railway property on lease for Nowshera Bar and creation of posts for the law officers in various government departments on the pattern of federal government. Provincial Minister assured that their genuine demands would be resolved on priority basis. The delegation thanked the Minister for his patient hearing and assurance to redress the grievances of lawyer’s community.

HANDOUT NO. 7 /SAH/AQ/ES/DT: 28-1-2010 MEETING REVIEWS CDS In order to review the draft Comprehensive Development Strategy (CDS) prepared by the Planning & Development Department for the province, a meeting of all administrative secretaries was held under the chairmanship of Javed Iqbal, Chief Secretary NWFP in the Civil Secretariat Peshawar on Thursday. The participants of the meeting were given a detailed presentation by the Chief Economist Ambaar Ali Khan. After discussions, the Chief Secretary directed all the secretaries to thoroughly scrutinize the plans of their respective sectors and discuss the same with the concerned stakeholders before sending their final version of the CDS to Planning & Development Department by end of February 2010. Thereafter, the CDS will be presented before the provincial cabinet for approval and subsequent presentation in the Pakistan Development Forum meeting. The Chief Secretary further directed that while making a strategy for urban development, plans to develop big cities upto divisional headquarter level should be included in the strategy. The meeting was also attended by Additional Chief Secretary who responded to various queries raised by participants of the meeting.

HANDOUT NO. 8 /Do/AQ/ES/DT: 28-1-2010 A 37- member delegation led by ANP Central Vice President Senator Haji Muhammad Adeel called on the Federal Minister for Finance Shaukat Tareen to apprise him about the reservations of traders community regarding Prime Minister’s Peshawar Package announced during his recent visit to Peshawar. The delegation comprised Provincial Health Minister Syed Zahir Ali Shah, Senator Ghulam Ali, representatives of Khyber Lamps Nowshera, Associated Industries, Swat Ceramics, FATA Industries, Anjuman-e-Tajiran Peshawar, Haripur Industrial Estate, Private Schools Association etc. In a statement issued here today Senator Haji Adeel said that the delegation was assured that the electricity bills of the entire Malakand Division will be waive-off for the period from made to December 2009 instead of for four months i.e. May to August 2009. Haji Adeel hoped that this further extension would benefit the people of militancy hit people of Malakand Division to a greater extent. He further added that the traders of Nowshera were not happy over Prime Minister’s announcement of placing their district in category-C of the package. This issuem he said, was also discussed with the Federal Finance Minister who assured of including Nowshera in the Category-B and bring it at par with Peshawar. He further stated that the delegation also demanded establishment of a revolving fund as the seed money of Rs. 54 million was not enough to compensate those who’s shops, property or houses destroyed during the various bomb blasts in the province. He said that Federal Finance Minister also agreed in principle to our demand of establishing a revolving fund. In view of the law and order situation and weak position of industries of the province, the delegation demanded of the Federal Minister to direct WAPDA to include all such industries in the residential or industrial category and exclude them from the commercial category as payment of commercial electricity bills was beyond the financial position of the industries in the existing circumstances. Haji Adeel said that he was assured that this demand would be considered on compassionate grounds. Demands regarding reducing the taxes on educational institutions, provision of gas/electricity to the areas, where it produced, and many other demands were also accepted and agreed to in principle, he concluded. Federal Secretary CBR and Federal Finance Secretary also attended the meeting.

HANDOUT NO. 9 /DO/AQ/ES/DT: 28-1-2010 Consequent upon the recommendations of the NWFP Public Service Commission, the competent authority has appointed and adjusted seven lecturers of History (-17) of college cadre in Higher Education Department with immediate effect. According to details, Imtiaz Khan S/O Amir Rahman resident of Batkhela District Malakand has been posted at Govt: Degree College Thana Malakand Agency and Yusaf Khan S/O Muhamamd Latif of Takhtbhai Mardan has been posted at Govt. Degree College Takhtbhai Mardan. Similarly, Tika Khan S/O Ali Bat Khan of District Hangu, Tehsil Thall has been posted at Govt. Degree College Thall Hangu and Rafiullah S/O Faridullah of Tehsil and District Hangu has been posted at Govt. Degree College Hangu. Moreover, Javed Iqbal S/O Abdullah Khan of District and Tehsil Dir Upper has been posted at govt. Degree College Gulabad Dir Lower and Nasir Ali S/O Abdul Jabbar of Dargai, District Malakand has been posted at Govt: Degree College Matta Swat. While the services of Naeemullah Khan S/O Amir Habibullah Khan of Quaid-i-Azam University Islamabad have been placed at the disposal of Director Education (FATA).

HANDOUT NO. 1/GHG/AQ/ES/DT: 28-1-10. Agreement for useful disposal of Peshawar garbage signed In order to collect and recycle the garbage of all the municipal towns of Peshawar, Hayatabad and cantonment areas on scientific lines and convert it into useful materials of fertilizer and fuel, an agreement was signed between a private company Waste Management of Pakistan and the District Government of Peshawar at office of the Senior Minister Bashir Ahmad Bilour in Civil Secretariat Peshawar on Thursday. The City District Nazim Haji Mohammad Umar Khan and the company representatives inked the agreement while the NWFP Senior Minister and Parliamentary Leader of ANP Bashir Ahmad Bilour, Deputy Commissioner Peshawar Sahibzada Mohammad Anees, Director Coordination Rehamt Kabeer, DG Local Govt Haji Abdul Jalil, Director Development PDA Engr Aminuddin Khan and other high authorities were also present on this occasion. Under the project, the company will install a modern garbage recycling plant in Peshawar costing Rs. 7.5 million Euros (Rs 1.5 billion) wherein 100% investment will be ensured by the company as well as 12 new trucks and other equipment will be provided to the four TMAs of Peshawar. The district government will however, provide 100 acre government land to the company at Dheri Baghbanan near Peshawar on 21 years lease. The project on implementation will on one hand eliminate the possibilities of the spread of diseases and environment pollution due to dumping of the waste and garbage of the city on open grounds while the waste will be converted useful material after recycling besides creating 200 new job opportunities in Peshawar on the other hand. Under the agreement, the company will purchase the garbage of all the four towns of Peshawar, Hayatabad and Cantonment to the tune of 1000 tons daily at the rate of Rs. 100 per ton. The Senior Minister Bashir Ahmad Bilour while talking on this occasion expressed the hope that this vital project of the cleanliness, beautification and environmental improvement of Peshawar city would greatly contribute in socio-economic uplift of the city and promoting investment activities over here. He said that Peshawar would regain its past glory of the gateway of industrial and trade activities to Central Asian States after restoration of peace in the province and adjoining country Afghanistan as well as beautification of the city.
