The President of NWFP Civil Secretariat Private Secretaries, Personal Assistants and Stenographer’s Association Muhammad Iqbal urge the Chief Secretary NWFP for consideration of demands of the Stenographers of NWFP Civil Secretariat and stated that NWFP Non Gazeetted Employees Association (NGEA) had made a demand for conversion of 30% posts of Assistants into Superintendents and Junior Clerks into Senior Clerk. In the mean while Stenographers’ association also made a request that in case the demand of NGEA is honoured then equal number of posts of Stenographers may be upgraded to Private Secretaries. Besides this we also requested for separation of 20% share in promotion to the posts of BPS-17 at the ratio of 50,50 (1X1) for both the cadres, but all in vain. Because if the main issue / the real bone of contention i.e. ratio is once decided, it will settled and resolve all the problems and will bring peace and harmony in the services delivery of both the cadres of the Secretariat.
He further stated that the prospect of the Stenographers’ cadres is already bleak/scant. Pace of promotion if both the cadres is judge then it will transpire that if a Class-IV and Stenographer join Secretariat on one date the Class-IV will get promotion up to Assistant whereas Stenographer will static in the scale. Another set back given to Stenographers’ cadre is that the number of sanctioned strength of Provincial Ministers, Advisors and Special Assistants are 26 and 3 respectively and that too in BPS-17 instead of BPS-16. These posts are required to be shown in BPS-16 instead of BPS-17.

He informed that recently Government upgraded the posts of Junior Clerks, Senior Clerks and Assistants and also granted one pre-mature increment in their favour. Astonishing to say they again come up with another demand of 30% up gradation from top to bottom, which is neither feasible nor justifiable. It is fear that on next day Attached Departments may come up with the same demand on the same analogy. The NGEA demand involves huge financial implications and will bring unnecessary burden on Provincial Exchequer. In spite the fact a creation of single post of superintendent is the total destruction of whole stenographers’ community in the joint seniority list of Private Secretaries and Superintendent for promotion to the rank of Section Officer (B-17). Further more, it may also be noted that in the past on the demand of NGEA for creation of Superintendents posts, the then Secretary Finance (Mr.Younis Khan) probably in 1992, made observations that “Superintendents being dying cadre due to introduction of Section Officer Scheme there is no room for creation of such posts”.

All the officers appreciate that the job of Junior Clerks and Superintendents is the same, while the job of Private Secretaries, Personal Assistants and Stenographer is so arduous and laborious, because dawn to dusk, post to pillar, by hook and crooks, they provide every possible help and assistance to high ups, but no body is bother to heel the head of this plight of community. In the recent past according to retrenchment policy, it was felt that there is no need of superintendent posts hence all they were declared surplus but unconstitutionally, unlawfully, illegally with malafide intention they were adjusted and promoted in the same/earlier position instead of bottom in seniority list, there is also injustice with out community.

He also mention that at the time of PPP regime in Administrative Reform Package 20 posts of Private Secretaries, 10 posts of Personal Assistants was approved by Government but up till now no single posts is created this another injustice with us for example the recent creation in the newly established Mineral Department is sufficient to justify the loyalties of the high ups with Clerks and Class-IV communities. Beside this irrelevant/unnecessary posts of Assistants are created in Civil Secretariat in excess, which is extraordinary burden on Provincial Exchequer. Due to financial crunch and economy measure, it is the time demand that such posts of Assistants be abolished in the public interest.

Now it has come to the knowledge of Stenographers’ Association that Government considered the irrational demand of NGEA. For sure creation of 70 posts of Superintendents (dying cadre) is a clear favour with clerks’ community and a complete ignorance of prestigious and dignified Private Secretaries, Personal Assistants and Stenographers’ community. This back lash, discrimination, deprivation not only blocks our promotion but would disturb the smooth and effective dispensation of Government official business. Therefore, Government is required to avoid such like disputed issues and may settle ratio first among both the cadres, he added.

He, therefore, requested the honourable Chief Secretary, NWFP to look into the matter personally and according to natural law and justice equal treatment may be made with both the cadres. If creation or conversion is made for clerical community then in the same ratio creation and conversion may also be made for Stenographers, cadre. Excessive creation in the clerical cadre is clear threat for career of Stenographers’ community. Such trend need to be stopped as our Government has meager financial resources otherwise being stake holder we reserve the right to protect the legitimate interest of Stenographers community at any cost..

The NWFP Minister for Housing Malik Amjad Khan Afridi will formally inaugurate the supply of gas to Billi Tang the next week while the formal inauguration of gas to Babri Banda, Razgheer Banda and Ghulam Banda will be made in the first week of March 2010. The NWFP Chief Minister Ameer Haider Khan Hoti has on behalf of the provincial government, provided all the funds for the above schemes. It is worth mentioning that the NWFP Chief Minister has provided billions of rupees for the construction of roads, provision of schemes of drinking water, sanitation, schools and basic health units at the constituency of provincial housing minister which are under completion. The completion of these schemes would bring a new era of development in the area.
A meeting of the standing committee on sports was held at the Conference Room of the Provincial Assembly Secretariat here on Friday with MPA Shagufta Malik in the chair. NWFP Minister for Sports Syed Aqil Shah, MPAs Shakeel Bashir Umerzai, Maulvi Obaidullah, Sardar Shamoon Yar Khan, Mst. Zarqa, Javed Abbassi, Secretary Sports Sahibzada Fazle Amin, DCO Charsadda Kamran Additional Secretary Assembly Ghulam Sarwar, officers and officials of sports and culture department attended the meeting.
The meeting discussed at length the budget released for the promotion of sports and reviewed the expenditures made out of the released budget by various districts of the province. On this occasion Minister for Sports and Culture Syed Aqil Shah highlighted various steps initiated by the government for the promotion of sports in the province.
The meeting unanimously decided to hold the next meeting of standing committee at the historical place of Hund at Swabi.

To review arrangements for the next round of three days polio eradication campaign to be held from 15th to 17th February 2010 in Malakand Agency, a coordination meeting was held with DCO Malakand in the chair. The meeting besides the authorities of the concerned departments was also attended by EDO (Health) Department Malakand. The meeting was informed that for making the campaign a success, 350 mobile, 23 fixed and 14 transit teams have been organized in Malakand. The meeting stressed the need of cooperation on the part of Malakand Levies and local Ulema Karam in this connection so that polio drops could be administered to the deprived children for protecting them against this harmful disease.

The authorities of Elementary & Secondary Education NWFP in a circular directed Director E&SE Peshawar, Director PITE Peshawar, Director Curriculum & Teachers Education Abbottabad and all EDOs of E&SE in NWFP to strictly implement decision of the provincial cabinet regarding postings/transfers in the Elementary & Secondary Education Department NWFP. The circular said that postings/transfers in the Elementary & Secondary Education Department shall be made in the month of July only. There shall be complete ban on postings/transfers throughout the year. However there shall be no restriction in cases where postings/transfers of government employees become inevitable in other months due to the promotion/retirement/creation of new posts/return from long leave/involvement in disciplinary proceedings, adjustment of surplus staff and against vacant posts.

DCO Peshawar under section 144 CrPC has ordered and prohibited transportation / movement of cattle / beefs of all kinds out of the limits of City District Government Peshawar. Any one found violating the order shall be liable to be proceeded against under section 188 PPC. This order shall come into force forthwith and shall remain enforce for 30 days. The North-West- Frontier Province Local Government (Amendment) Bill, 2010 which has been passed by Provincial Assembly of North-West Frontier province and assented to by the Governor of the North-West- Frontier Province has been published as an act of the Provincial legislature of North-West- Frontier Province. This act may by called the North-West- Frontier Province Local Government (Amendment) act 2010. It shall come into force at once. In the North-West- Frontier Province Local Government ordinance 2001 (NWFP Ord No. XIV of 2001) after section 179-A. the following new section shall be inserted namely:
179-B. Dissolution of Local Councils and Transitional arrangements.
1. Notwithstanding any thing contained in this ordinance. The Government may on coming into force of the North-West- Frontier Province Local Government (Amendment) act 2010 by notification in the official gazette shall dissolve the Zilla Councils, Tehsil Councils, Town Councils and Union Councils and in consequence thereof, all Nazimeen, Naib Nazimeen and other members of Zilla Councils, Tehsil Councils, Town Councils and Union Councils and the Province shall cease to hold there respective offices on the said date.
2. Soon after the dissolution of the Local Councils, the Government shall appoint an Administrator for a local Government, who shall perform functions and exercise powers. Under this ordinance or any other law of the Nazim, Naib Nazim and Local Council of the concerned local Government.
3. The Government may from time to time issue direction to the administrators in the performance of their functions or exercise of powers, says a notification issued by Provincial Assembly NWFP.

Bilour brothers lay floral wreath at grave of Ajmal Khatak
The NWFP Senior Minister and Parliamentary Leader of ANP Bashir Ahmad Bilour along with the Federal Minister for Railways Haji Ghulam Ahmad Bilour, Senator Ilyas Ahmad Bilour and ANP Peshawar District leaders visited Akora Khatak on Wednesday afternoon and laid floral wreath on Mazar of late Ajmal Khatak and offered Fateha for eternal peace of the departed soul. They also attended Qul ceremony of the late politician and poet. They while expressing profound grief and sorrow over the demise of this veteran politician, intellectual, writer and poet, paid him rich tributes on his meritorious services for the cause of Pakhtoons and democracy as well as termed his death irreparable loss of his party and nation.
They acknowledged that late Ajmal Khatak rendered matchless sacrifices for pulling Pakhtoons out of the backwardness, awakening their political conscience, removing illiteracy, enabling them for obtaining their due rights and highlighting importance of Pakhtoonkhwa region at national and international levels. They said Ajmal Khatak seconded Abdul Wali Khan and Asfandyar Wali Khan in sacrifices for this noble cause while he either remained in jails in country or exile abroad for his just political principles and ideas. Similarly they said Ajmal opted to live in his three marla small house and never got any incentives despite being in govt in past. They expressed heartfelt sympathies with members of all his bereaved family and prayed for eternal peace of the departed soul.

NWFP Minister for Science & Information Technology, Muhammad Ayub Khan has said that ANP is the only political and representative party of the Pukhtoons which was ready for every sacrifice for the rights and security of the people adding that it is the example of the sacrifices rendered by the party workers against the insurgency in Malakand Division specially in District Swat for the restoration of peace in the region. He said that 300 workers of ANP embraced Shahadat in the fighting against militancy in the area.
This he said while speaking at a Jirga held at Peshawar on Wednesday. On this occasion people from PF-85 Swat and prominent personalities of J.I. and PPP workers that included Pervez Malik, Muhammad Ali Khan, Fazal Khan, Aitbar Khan, Ehsanullah Khan, and hundreds of others who quit their respective political parties and formally joined ANP. MPA from PF 85 Swat, Syed Jafar Shah also spoke to the Jirga.
The Provincial Minister said that we elected to power for peace and will never compromise on it. He called upon heads of all the political parties to join hands with ANP fighting against the insurgency in the region so as to bring durable peace to the area particularly to Malakand Division and Swat.
Later, Ayub Khan congratulated the new comers and extended every possible support from the provincial government.

Chief Minister Baluchistan Nawab Aslam Raisani has said that provision of complete autonomy to the federating units is the need of the hour adding that all politicians must get united for giving a new social accord to the provinces on the basis of the 1940 resolution as stability of the state lies in it.
This, he said, while talking to media persons at Akora Khattak district Nowshera after condoling the demise of the renowned politician and poet Ajmal Khattak on Wednesday. Aslam Raisani said that talking of a new social accord was not a deviation from the constitution rather it was in consent with the present day requirements to give more and more autonomy to the provinces to strengthen the federation.
Eulogizing the political and literary services of late Ajmal Khattak , he said that the deceased was a humble person, shrewd politician and a journalists and writer of high caliber who struggled throughout his life for the attainment of the rights of Pukhtoons and also gave a new dimension to the politics.
Earlier, the Chief Minister Baluchistan offered Fateha for the departed soul of late Ajmal Khattak and sympathized with his son and other members of the bereaved family.

The NWFP Minister for Housing Malik Amjad Khan Afridi has said that the provincial government has provided all the required funds to SNGPL for provision of gas to Bilitang Kohat and adjacent areas and gas would be provided to the said area within few days. He further said that a water supply scheme has also been approved for Bilitang and laying down of pipeline in the area would be started very soon.
This he stated while talking to a delegation of Falahi-o-Islahi Tanzeem Bilitang led by Muhammad Sajid and Malik Mateen at his office here Thursday. Members of the delegation on this occasion presented their demands in detail.
The Housing Minister on this occasion said that provision of gas to Babri Banda, Ghulam Banda and Razgeer Banda would also be started in the next month for which funds have already been released by the provincial government. He said that he whole heartedly thankful to the Chief Minister NWFP Ameer Haider Khan Hoti for providing huge funds for developmental works in his constituency PF-37 including the gas projects. He was confident that most of the main problems of his constituency would be resolved before completion of his tenure and the people would see a pleasant change in their life standard.
Amjad Afridi regretted that some elements were naming developmental schemes particularly the gas projects for their personal interest which were purely approved by the provincial government and funds have been provided from the provincial exchequer. He continued that these elements did nothing for the uplift of the area in the past rather they always preferred for their personal gains. He clarified that he would not compromise on the interest of the people and all possible steps would be taken to ameliorate the lot of the common man.
Members of the delegation thanked the minister for taking keen interest in resolving the problems and issues of the area and assured their full support.

Implementation on the package already announced by the Chief Minister NWFP Ameer Haider Khan Hoti for Village Hasan Khel, District Lakki Marwat has been started and about Rs.113 million have been tendered for various developmental schemes in village Hasan Khel and upgradation of City and Civil Hospitals Lakki Marwat.
As per details of the tender, issued on Thursday, about Rs.74.32 million will be spent on upgradation of the City and Civil Hospitals of Lakki Marwat. Under Hospitals upgradation, Casualty, OPD, Radiology, Dental and Admn: Blocks, Female, ENT, ICU / CCU, Surgical, Medical, Children, Orthopedic and General & Surgical Wards, Operation Theatre, Mortuary, Latrines and Internal Roads etc will be constructed and repaired besides purchasing a 50 KV Generator and other necessary machinery for the hospitals.
Meanwhile 150 primary schools will be upgraded to middle level at a cost of Rs.6.13 million while a high school will be constructed in the area at a cost of Rs.14 million. Similarly, Rs.12.64 million will be spent on 1.5 KM long road from Main Lakki Shahbaz Khel road to village Hasan Khel besides spending Rs.6.64 million on pavement of streets in the said village.
All the schemes of the said package will be completed within two years.
